Top Five Bases' Output Share to Exceed 80%

On June 25, the National Development and Reform Commission and the National Energy Administration released the "15th Five-Year Plan for New Energy System Construction", clarifying the strengthening of the coal safety net guarantee role. The plan points out that it will focus on building five major coal supply guarantee bases. It is estimated that by 2030, the proportion of coal output from these five bases will reach more than 80% of the national total output. Regarding capacity reserves, the plan is to expand the scale to ensure the formation of a capacity reserve of over 10 million tonnes/year by 2030. In addition, the policy emphasizes continuously strengthening coal resource exploration and strategic succession, scientifically arranging capacity construction, and steadily and prudently promoting safe development of deep coal resources.

At the same time, it will improve the layout of coal product reserves and collection and distribution systems, promote complementary linkage between government and enterprise reserves, and build energy commodity resource allocation hubs in areas with conditions. The plan establishes the direction of medium-to-long-term coal supply centralization and reserve scaling, providing clear guidance for stabilizing the domestic energy supply foundation; specific project landing progress still requires subsequent confirmation.
